release: 0.2.4, for the canary machine only

The housekeeping release: independent feature settings, the Bible study
laptop's display mode, the Wi-Fi credential rules, the panel order and the
permanent download addresses.

0.2.3 is already published and installed on the canary, so it is left
exactly as it is. Stable stays at 0.2.2 and the stable manifest is not
touched by this.
