Prepares the coordinated Ekklesia v0.2.4 patch release after PR #90.

• Bumps the nine public @ekklesia packages and coordinated runtime manifests to 0.2.4.
• Pins packed internal dependencies to 0.2.4 and advances the standalone fixture using its existing compatibility-range forms.
• Verifies the focused package-train contract, full repository gate, clean two-build reproducibility, checksums, offline standalone consumption, packaging, and Core verification.

No package publication or Git tag is created by this PR.
